*Key Responsibilities for the Principal Technical Consultant and Engineer:***
1. Recommends technical strategy and direction in area(s) of expertise. Participates in development and evolution of architecture.

2. Customer facing position - works with customers in design, development, installation, and roll-out of applications

3. Interacts with different internal groups (IT, Sales, Product, Operations)

4. Determines feasibility of customer requirements and designs solutions, builds, and integrates the implementation.

5. Conducts complex analysis and provides recommendations on the utilization of emerging and existing technologies.

6. Builds new high level designs as required

7. Recommends and plans use of system and software features

8. Communicates to vendors additional features or products needed and works with vendors to effect system improvements

9. Maintains an understanding of current industry trends

10. Communicates and proactively influences and educates customers

11. Develops plans and procedures and establishes guidelines for overall system improvement

12. Mentors less experienced staff on all aspects of multiple system environments, software and system operations.

13. Designs, codes, tests, implements, maintains and supports application software that is delivered on time and within budget

14. Analyzes and troubleshoots complex software problems

15. Makes recommendations towards the development of new code or reuse of existing code

16. May participate as the technical expert in component and data architecture design, performance monitoring, product evaluation and buy versus build recommendations

17. Makes recommendations on the impact and implementation of new technologies/development methodologies

18. Modifies and/or writes technical and operator documentation

19. Participates in the development and usage of (increasingly efficient) standards

20. Install program products and system components or aid in installation by customers.

21. Recommends and performs changes in system parameters to obtain optimum system performance.

22. Diagnose complex system problems using dumps, traces or other diagnostics aids.

23. Diagnose system performance problems using available standard performance tools and system indicators such as queue lengths, CPU utilization

***Qualifications:***
1. Expert knowledge of the development lifecycle including design, coding, testing and delivery

2. Experience in systems analysis, design and a solid understanding of development, quality assurance and integration methodologies

3. Staff at this job family level develop integrated solutions within a broad technical and business context of significant impact

4. Typically possesses 7+ years of relevant work experience

5. Bachelor's or Master's Degree in a relevant field of work or equivalent work experience

6. Perform some work at the customer site – must be willing to regularly travel domestically

7. US citizenship required

8. Identity verification to work with governmental and non-governmental customers may be required (e.g. a PIV badge or equivalent)

9. Understanding of system dump contents, system control block structures, all characteristics/features of hardware being used and all system performance principles

10. Ability to debug any system problems, develop online procedures for execution of commonly used processes, and ability to perform procedures necessary for recovery

11. Thorough understanding of all system components and of program products assigned to support

12. Knowledge of system parameters to control, configure and install various systems

13. In-depth knowledge of software installation aids

14. User knowledge of all facets of the online system

15. Technical Skills: Microsoft toolset, .NET, SQL, Oracle Technology, Java, JSP, ASP, Javascript, HTML, XHTML, DOM, PL/SQL, XML, XQuery, Profiling tools, UNIX/Linux scripting, Webservices, SOAP, RESTful, SOA
